The committee at the US central bank (the Fed) that makes the rate decision; it meets 8 times a year. The decision, the statement and the press conference move global markets.
The decision comes out at 21:00 Turkey time (UTC+3) while the US is on summer time, and the press conference follows at 21:30. The market reacts less to the decision itself than to forward guidance and the dot plot; the first move can change direction several times during the event.
A "hawkish" tone implies rates will stay high; a "dovish" tone hints at cuts.
